Last updated: October 31, 2026. Meta changes prices and rules often, so we recheck this guide regularly.
Key takeaways
- Fastest setup: WhatsApp Business app, then Tools, then Meta Business Agent, then Confirm. Free each month up to an included allowance.
- It may not be on for you yet. Meta is rolling it out by account, country and language. If you do not see it, join the waitlist.
- Costs: about 4 to 5 cents per agent message on the Platform (API). In the app, optional Meta One plans start at $14.99 a month for more responses.
- Stay safe: test first, start with one customer group, and set handoff rules for refunds and complaints.
You can set up Meta Business Agent in the WhatsApp Business app in three steps: open Tools, tap Meta Business Agent, and confirm. It only works if Meta has turned it on for your account, country and language, so this guide starts with how to check that. It then covers both setup routes, the real costs, and what to do if the option is missing. Last checked: October 31, 2026.

What Meta Business Agent is
Meta Business Agent is an AI helper that answers your customers’ messages for you, day and night. It can reply to questions about your hours, products, prices, discounts, payment and shipping. It can also ask customers for the details you need to process their request (Meta).
It learns from your Facebook Page, your past WhatsApp chats, your website, and files you upload, such as catalogs and price lists. You decide who it talks to and when it hands a chat to you. You can test it before any real customer sees it.
Two Meta products share this name. One runs inside the free WhatsApp Business app. The other is for bigger businesses on the WhatsApp Business Platform, also called the API. The next sections help you pick.

Check first: can you use it?
Meta is switching this on step by step, so you may not see it yet. Meta’s own page says it is for eligible businesses in select markets, with more markets coming (Meta). The WhatsApp Help Center says the same in plain words: if the AI agent option is not under Tools, it is not available for your business yet (WhatsApp Help Center).
Do this two-minute check:
- Update your WhatsApp Business app from the App Store or Google Play.
- Make sure your phone number is registered in the WhatsApp Business app. Meta lists this as the first requirement.
- Open Tools and look for Meta Business Agent. It may also appear as “AI agent”.
- Think about your business type. For the Platform route, Meta excludes seven areas: finance, government, health, alcohol, gambling, over-the-counter drugs and matrimony services (360dialog). Some other guides list a shorter set of open industries, so trust what your own account shows.
- Think about language. The language the agent uses follows your business phone number, and not all languages work yet (WhatsApp Help Center).
Meta does not publish a full list of countries. The only reliable test is your own screen.
Quick checker: can you use Meta Business Agent?
Answer a few questions and get a list of what to fix. This is a guide based on the checks above. Meta makes the final decision, and your own screen is the real test.
If you do not see the option, you can join the waitlist on Meta’s Business Agent page. Meta says the waitlist does not guarantee access, gives no set date, and does not notify you inside the app. Nothing else in your app changes while you wait. See “If you cannot see the option” below for more fixes.
Which route fits you?
Pick by how you use WhatsApp today. If you run your business from one phone with the WhatsApp Business app, use the app route. If you use the API through a partner, or you have a team and systems to connect, use the Platform route. A number that lives in the WhatsApp Business app usually does not qualify for the Platform version (360dialog). Some providers offer a “coexistence” setup with limits, so ask your provider if you are unsure.
| WhatsApp Business app | WhatsApp Business Platform (API) | |
|---|---|---|
| Best for | Small business, one phone, no developer | Bigger business, teams, systems |
| Where you start | Tools, then Meta Business Agent | WhatsApp Manager, then terms and billing |
| Technical help needed | No | Usually yes, or a messaging partner |
| Cost | Free up to a monthly allowance, then optional Meta One plans | $2.00 per 1 million tokens, about 4 to 5 cents per message |
| Connects to your systems | Learns from your content | Meta says larger businesses can connect it to systems such as Shopify and Zendesk (Omnichat) |
The costs in this table come from Meta’s Meta One page and Meta’s pricing page. Details are in the cost section below.
Set up in the WhatsApp Business app
This is the fastest route. Meta says you can be up and running in minutes with no coding (Meta).
- Get ready. Update the app. Your number must already be registered in the WhatsApp Business app.
- Open the agent. Go to Tools, tap Meta Business Agent, sign in, link your account if asked, and tap Confirm.
- Teach it. Let it learn from your past chats. Add your website and catalog. Upload price lists and product details. It also learns from your Facebook Page.
- Check what it knows. Read how it describes your business. If an answer is wrong, rewrite it. Meta says a rewritten answer changes its future replies.
- Set its voice. Add short instructions about tone. Use the templates in the next section.
- Test it. Chat with it like a customer in test mode. Ask your ten most common questions and fix weak replies.
- Choose who it talks to. Pick everyone, only new customers, or only customers who come from your ads. Starting with one group is safer.
- Set handoff. Pick topics it must pass to you, such as refunds and complaints. You can step in at any time, and Meta says the agent learns from chats you take over.
- Turn it on and watch. Read the first 20 to 30 chats on day one and fix any mistakes.
For Instagram and Messenger, some guides say setup is in Meta Business Suite under All Tools, then Business AI (Wati). Menu names change, so follow what your own screen shows.
Set up on the WhatsApp Business Platform (API)
This route is for businesses on the WhatsApp Business Platform. You will usually need a developer or your messaging partner for some steps. Meta’s developer guide says you need your WhatsApp Business Account ID, your business portfolio ID, a Meta app ID, the whatsapp_business_messaging permission, and an eligible phone number.
Six checks for your number. All six must pass (360dialog):
- Your business type is not one of the seven excluded areas.
- The number is on the Cloud API, directly or through a partner.
- The WhatsApp account and the business that owns it are in good standing.
- Your business is based in a country Meta has approved.
- Your business passes Meta’s trust and verification checks.
- No other messaging product is active on the same number.
Steps
- Check eligibility. Meta’s check returns only yes or no, with no reason. If it says no, go through the six checks one by one. Eligibility is per number and can change.
- Accept the terms. Accept the Meta Business AI Terms for your WhatsApp Business Account in WhatsApp Manager. Until you do, Meta will not even answer the eligibility check.
- Add a payment method. Meta charges for agent messages and does not deliver them without a payment method in Billing Hub (Meta pricing). You can pay by credit line, if you are eligible, or by Visa or Mastercard card, available since September 8, 2026.
- Create the agent. Your developer or partner runs Meta’s onboarding step and then the settings step. Do not enable the agent before you add its knowledge and skills.
- Add knowledge and skills. Add website pages, files and FAQs. Add short instructions for tone and rules.
- Test with a small list. Meta lets you test with a small allowlist of numbers without a payment method. Turning it on for everyone needs one.
- Go live. Widen the audience to everyone and watch the first chats.
One warning: a single number cannot run more than one messaging product at the same time. If a chatbot already answers on that number, you must choose one.
What to teach your agent: copy-and-paste templates
The agent is only as good as what you give it. These templates are examples written for this guide, not Meta’s own wording. Replace the words in [brackets].
Agent instructions generator
Fill in your details and get a ready-to-paste set of instructions for your agent. Leave a field empty and a [bracket] placeholder stays in the text. Always read the result and fix anything wrong before you paste it.
Prefer to write it yourself? Here are the four parts as separate templates.
1. Business facts
We are [business name]. We sell [what you sell] in [city or country]. Opening hours: [days and hours, with time zone]. We deliver to: [areas]. Delivery takes [number] days. Delivery costs [price]. We accept: [payment methods]. Contact a person: [phone or email].
2. Voice
Talk like a friendly shop owner. Use short sentences and simple words. Reply in the customer's language when you can. Never use more than one emoji in a message.
3. Rules
Only use prices from the price list. Never invent a price or a discount. Never promise a delivery date that is not in the delivery rules. If you are not sure, say you will check and pass the chat to a person.
4. Handoff
Pass the chat to a person when the customer: - is angry or makes a complaint - asks for a refund, a return or a damaged item - has a payment problem - asks for a custom order or a big discount - asks to talk to a person
Keep one source for each fact. If your website and your price list show two different prices, the agent can confuse customers. Update the agent whenever prices, hours or policies change.
What it costs
The price depends on your route. Meta changed its pricing in 2026, so pay attention to the dates below.
| App route | Platform route | |
|---|---|---|
| Starting cost | Free each month, up to an included allowance | $2.00 per 1 million tokens |
| After that | More responses through optional Meta One plans | One charge per message, about 4 to 5 cents |
| Payment method needed | Not for the free allowance | Yes. Messages are not delivered without one |
App route. The WhatsApp Business app stays free, and the agent is free each month up to an included allowance. For more responses, Meta One business plans launched on September 15, 2026. Essential costs $14.99 a month and includes more Business Agent responses. Advanced is $49.99, Expert is $149 and Max is $499. Plans are optional, bought per business profile or phone number, and eligible new subscribers may get a 7-day free trial (Meta One). Meta says plans, pricing and availability vary by region, app and account, so check the price your app shows. Meta does not publish the size of the free allowance.
Platform route. Since August 1, 2026, Meta charges one fee per delivered message. It covers both the AI work and the delivery. One message usually uses 20,000 to 25,000 tokens, which is about 4 to 5 US cents. Short answers cost less and long problem-solving costs more (Meta pricing).
Meta’s own examples:
| Chat type | Messages from the agent | Estimated cost |
|---|---|---|
| Simple question, such as opening hours | 4 | 16 to 20 cents |
| Complex help, such as assembly steps | 10 | 40 to 50 cents |
By that math, 100 simple chats in a month would cost about $16 to $20.
Platform cost calculator
Estimate your monthly Platform (API) cost for agent messages. This uses Meta’s range of about 4 to 5 cents per message.
Estimate only. It does not include human service messages (charged on the Platform from October 1, 2026) or template message fees. Meta can change its rates.
Good to know:
- Only one charge applies to each message.
- Agent messages are still charged for tokens, even inside the free window for chats that start from ads that click to WhatsApp.
- From October 1, 2026, Meta also charges for human replies, called service messages, on the Platform. The free app is not affected.
- You can be billed in 16 currencies. Businesses billed in India or Brazil use INR or BRL.
- Meta can change rates, so recheck before you plan a budget.
Before you turn it on
What can change
- Some app features may pause. One independent review reports that turning the agent on pauses or limits greeting and away messages, broadcast lists and disappearing messages, and disconnects linked devices (The AI Agent Index). The Meta pages we could read do not list this, so read your screen before you confirm.
- Customers will talk to an AI. Tell them clearly and make it easy to reach a person (Chakra Chat).
- Keep the agent focused. Meta requires AI agents on WhatsApp to do a defined business task, not act as an open chatbot. A returns helper or a booking assistant is fine (Chakra Chat).
- It speaks in your name. A wrong price or promise from the agent is still your problem.
Mistakes to avoid
- Old information. Update the agent when prices, hours or policies change.
- Two different prices in two places.
- No handoff rules, so angry customers get stuck.
- Skipping the test chat.
- Opening it to everyone on day one. Start with one group.
- Not reading the first chats.
- Forgetting busy days. Before big sales seasons, update stock, delivery dates and offers, and plan who answers when the agent passes chats to you.
Stay in control
| What you want | What to do |
|---|---|
| Test before real customers see it | Chat with it like a customer in test mode and review its replies |
| Choose who it answers | Everyone, only new customers, or only customers from your ads |
| Fix a bad answer | Rewrite the answer. Meta says this updates future replies |
| Pass chats to you | Set topics for handoff, or step in yourself at any time |
| Add knowledge | Add website pages, price lists and catalogs |
| Pause it | Tools, Meta Business Agent, Response settings, Disconnect AI, then Pause AI replies |
| Delete it | Follow Meta’s Help Center article on pausing or deleting the agent |
The pause path comes from a guide that describes the current app (Replai). Menu names may differ on your screen. Meta’s own steps are in its Help Center (WhatsApp Help Center). On the Platform, the agent’s audience setting decides who it answers, either a test list or everyone (Meta pricing).
If you cannot see the option
| Possible cause | What to do |
|---|---|
| App is out of date | Update from the App Store or Google Play, then check Tools again |
| Not rolled out to your country or business yet | Join the waitlist on Meta’s Business Agent page and check again later. Meta gives no date |
| Language not supported yet | The language follows your business phone number. Wait for Meta to add it |
| Number not registered in the WhatsApp Business app | Register it first. The agent is not set up in regular WhatsApp |
| Business type is excluded (Platform) | Check the seven excluded areas. It may not be offered to you until Meta changes its rules |
| Eligibility says no, with no reason (Platform) | Go through the six checks one by one |
| Terms not accepted (Platform) | Accept the Meta Business AI Terms for your WhatsApp Business Account in WhatsApp Manager |
| No payment method (Platform) | Add one in Billing Hub |
| Another chatbot is live on the number (Platform) | Only one messaging product can run on a number. Choose one |
| Account is restricted (Platform) | Fix the restriction first |
Meta says a missing option is not a problem with your account, and nothing else in the app is affected while you wait. If nothing works, ask Meta support or your messaging partner. Do not pay for tools that promise to unlock the option, and do not share your login with anyone.
