New question in Windows Server: Microsoft NLB AND ARR

We has few Web Servers in the Company and we want to put web servers in the Microsoft NLB cluster.

In Our Senario, there are Two NLB Cluster and Microsoft ARR and in per Cluster there are Two Nodes.

My question is, can I put these two clusters active/Passive together?
